Liu Xiaoming is Han ethnic group and was born in September 1964. He is a member of the Communist Party of China and has a master's degree. Liu is a member of the 20th CPC Central Committee, deputy secretary of the CPC Hainan Provincial Committee, secretary of the leading Party members group of the Hainan Provincial People's Government, and the governor of Hainan.
