South China's Hainan province is aiming to put 10,000 new energy vehicles (NEVs) on the road by the end of 2020, according to a recent government action plan.
With the exception of vehicles designated for special uses, newly added official cars for general use at Party and government organs at all levels, as well as state-owned enterprises and institutions throughout the province will all be NEVs, according to the action plan.
Newly added buses and taxis across the province will also be NEVs. The ratio of clean energy cars of rental cars will be no less than 80 percent of the total number, while taxis will all be clean energy vehicles except for those designed for special uses.
All of newly added and replaced vehicles for online car-hailing platforms will be NEVs. The proportion of new and replaced tourist buses and line buses using clean energy should be not less than 20 percent of the total number, while the proportion of newly added and replaced urban environmental sanitation vehicles being new energy vehicles will be no less than 50 percent, according to the action plan.
The province will continue to implement the policy of free purchase of NEVs to ensure that the province's NEV ownership will account for about 3 percent of total vehicle ownership by the end of 2020.
In addition, Hainan will strive to promote the construction of supporting infrastructure for NEVs. According to a provincial NEV charging infrastructure plan, the province will require that the ratio of electric vehicles to charging piles in the province will be below 3:1 by the end of 2020.
