The regulations will enhance the rule of law in Hainan's business environment, improve the implementation of the Chinese central government's strategic plans in the province and improve government services for businesses. The new regulations will also help eliminate barriers to market access as well as optimize the market and social environment.

In addition, the new regulations are conducive to improving the government's level  of services with an ultimate goal of forming a joint force to improve the business environment for society as a whole.

Hainan will publicize and fully implement the regulations, and strive to create a fair, transparent, and predictable business environment to promote the comprehensive deepening of reform, opening-up and the construction of the Hainan Free Trade Port, according to Zhang Xiangguo, deputy secretary-general of the Hainan Provincial Government and the director of the Hainan Provincial Business Environment Optimization Office.
