Hainan to build world-class IPR special zone

Hainan will construct an intellectual property rights (IPR) special zone in Sanya to enhance IPR protection in the fields such as the Nanfan seed industry and deep-sea technology and to build a mechanism in line with international standards.

The Hainan IPR special zone will refer to the main provisions of the International Union for the Protection of New Varieties of Plants (UPOV) that was established in 1991 to effectively improve the protection of new plant varieties.

Hainan will give full play to the function of the Hainan Free Trade Port's Intellectual Property Court, optimize the jurisdiction mechanism for cases involving new plant variety rights, explore the effective connection of civil and administrative disputes jurisdiction in cases involving new plant varieties, and establish a trial mechanism that is compatible with the construction and development of the special zone.

At present, Sanya Yazhou Bay Science and Technology City has established a series of IPR protection institutions such as the public legal service center and the arbitration and mediation center. Institutions like China (Sanya) Intellectual Property Protection Center and the Hainan Free Trade Port Plant New Variety Protection and Examination Collaboration Center are under construction.
