In order to further accelerate the development of technological innovation, Hainan will carry out the construction of international offshore innovation and entrepreneurship pilot zones.
During the "14th Five-Year Plan" period (2021-25), Hainan aims to select three to five key industrial parks to build pilot zones, and build eight to 10 offshore innovation and entrepreneurship carriers.
The pilot zones will build platforms to attract overseas talents, scientific research cooperation, achievement transformation and entrepreneurial incubation. It will attract overseas institutions, enterprises and talents to carry out offshore innovation and entrepreneurship activities as well as promote the free cross-border flow of innovation factors such as talent, capital, technology and information.
The pilot zones will focus on Hainan's characteristic and advantageous industries such as deep sea, deep space, Nanfan seed industry, digital economy, medicine, new materials, clean energy and high-end food processing. It will explore offshore research and development, outsourcing, and incubation, cultivate new business forms and industries, and promote the innovative development of Hainan's characteristic industrial clusters.
The experience accumulated in the construction of the pilot zones will be comprehensively promoted in the key industrial parks in the Hainan Free Trade Port.
