System innovation: Hot topic among Hainan CPPCC members and NPC deputies

"Institutional innovation" has become a buzzword among deputies to the National People's Congress and members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) from South China's Hainan province during this year's ongoing two sessions.

The 14th Five-Year Plan period (2021-25) is the period in which a high-quality and high-standard Hainan Free Trade Port with Chinese characteristics will be constructed, according to the Hainan NPC deputies and CPPCC members.

They added that integrative institutional innovation must be a top priority when building a first-class business environment to attract investors from all over the world and ensure that the construction of Hainan FTP goes smoothly and gains far-reaching influence.

"Hainan is undertaking the major mission of building a new model for China's reform and opening up in the new era, and becoming an important hub for the national 'dual circulation' strategy. It calls for innovation more than ever," said Liao Hongyu, an NPC deputy as well as Party chief and chairperson of HNA Innovation.

Liao suggested that Hainan fully implements its integrative institutional innovation action plan, focuses on the key tasks of Hainan FTP construction, explores the reform and opening up of its finance, services and other sectors, and promotes further system innovations.

Liao suggested that rewards for innovative teams and advanced individuals who have achieved outstanding results in carrying out system innovation should be increased. Furthermore, a "fault-tolerant" mechanism should be set up.

Haikou Customs is committed to system innovation and while adhering to the bottom line of risk prevention and control, it has continued to formulate innovative measures in customs supervision, according to Shi Zongwei, a CPPCC member and head of Haikou Customs.

Shi noted that six innovative systems created by Haikou Customs have been selected as institutional innovation case studies for the Hainan FTP, with one winning the third prize of the Hainan Province Reform and System Innovation Awards.

"Next, Haikou Customs will explore a more innovative customs supervision model that is compatible with the Hainan FTP, and launch integrated innovative measures with the characteristics of the Hainan FTP," Shi added.
