The Hainan Provincial Health Committee issued a notice on Jan 7, requesting that all medical institutions across the island offer more convenient services for elderly citizens and solve the problems they are faced with when using smart technologies.

According to the notice, medical institutions in the province should upgrade their appointment systems by offering multiple channels such as telephone, internet, and on-site appointments. They should optimize the diagnosis and treatment process, retain service windows, and set up a smooth process for patients before, during, and after their diagnosis in the hospital.

The notice calls on hospitals to set up service windows for registration, payment, and report printing services to provide extra guidance for older people, and it states that before Jan 15, 2021, all medical institutions shall open green channels to provide convenient services such as registration and medical treatment for the elderly.

It requests that medical institutions in Hainan set up a special channel for old people who don't have a smartphone which can generate a health code, and organize a crew to help them finish their epidemiological history survey, thus shortening their waiting time outside the clinic area.

The notice requires medical institutions to optimize the interface design and service functions of their online medical service platforms in response to difficulties encountered by the elderly in using smart devices. Medical institutions are also being asked to simplify the online medical service process, and provide guidance and on-the-spot consultation services for the elderly.

Grassroots medical and health institutions are required to carry out and standardize basic public health services and family doctor contracted services, and provide corresponding health management services for those elderly patients with chronic diseases.
