He Yang, CEO of Zhejiang Shangyun Film and Television Media Co Ltd, was attracted by Hainan's preferential policies. "Once the venues can offer us discounts, it will reduce our production costs, which is a very attractive support policy for many film and television productions," he said.

He added that he also expected that Hainan will explore the film completion guarantee system, introduce or create a film and television production supervision and guidance talent brand team, as well as create an IP brand development of film and television derivatives in the future.

Zhou Haifeng, president of the Pioneer Film-television Industry Alliance, has brought a military-themed film to this year's HIIFF to find a suitable shooting location in Hainan. He suggested that Hainan can promote the annual internal election of scenic spots and attractions as film shooting venues, guide the people in charge of film companies to pay field visits, as well as increase the brand establishment and promotion of Hainan's shooting venues in the film festival.

Shao Mingjiang, CEO of Guangdong Win-win Film Co, said that he believes that Hainan can create a number of well-known national film and television bases with different styles with its local characteristics, as well as determine all areas that are suitable for film and television creation for film and television producers to choose from.

In addition, the government can set up a special docking and coordination team to formulate regulations on the approval of shooting venues, as well as provide supporting services to film and television production companies, added Shao.
