Hainan launches reforms on intl talent service management

China's island province Hainan unveiled an implementation plan for international talent service management reform in the Hainan Free Trade Port (FTP) on Sept 14, seeking to build a management system featuring international standards and Chinese characteristics, while conforming to the province's strategies.

According to the plan, the tropical island will work to seek breakthroughs in global talents introduction, talent trainings, performance evaluation, as well as services in terms of work and residence.

As an important measure for Hainan to benchmark leading international levels and further opening up, the plan will help the province realize the free and easy entries and exits of personnel, as well as the facilitation of employment. It is also the country's first provincial-level international talent service management reform covering a whole province.

Hainan will break new ground in the mechanism for bringing in international talents, such as the establishment of an overseas talent recruitment system in line with international standards, the formulation of a catalogue for urgently-needed talents in the industries of the Hainan FTP, as well as the creation of job vacancies at the province's universities, hospitals, and scientific research institutes, to specifically recruit foreign personnel and to permit qualified overseas personnel to serve as legal representatives of public institutions and State-owned enterprises.

The province will also improve its mechanisms in terms of talent training, evaluations, and incentives. The main measures include attracting first-rate overseas universities and vocational colleges in science, technology, agriculture, and medicine to open and run schools independently in the Hainan FTP; establishing a fast-track channel for professional title ratings to international talents under China's professional title system; reforming the management system of foreign-related professional qualifications and lifting the restrictions on overseas personnel to take a domestic professional qualification examination; as well as improving the remuneration incentive mechanism for international talents.

Hainan will also implement work permit and entry-exit facilitation measures for foreign talents. The negative list management will be carried out for foreign personnel to work in the Hainan FTP; a quota management system shall be implemented for the restricted categories in the negative list of work permits, while foreign high-level talents who work in the Hainan FTP can work part-time or start businesses after being approved.

By 2022, Hainan is expected to make major breakthroughs in system construction and institutional innovation, basically establishing a leading international talent service management system and mechanism in China featuring fairness, rule of law, inclusiveness, and convenience.

By 2025, it is expected to establish an international talent service management system with wider openness, greater vibrancy, and competitiveness. The total number of international talents will increase significantly, while the efficiency of the use of international talents will be greatly improved.
