Hainan FTZ experience to be promoted elsewhere

Steps taken by the Hainan Free Trade Zone (FTZ) related to securitization of intellectual property (IP), credit restoration of business entities, online consular services and wildlife import and export administrative approvals have been cited by the State Council for promotion elsewhere.

As regards the credit restoration mechanism, business entities in Hainan are encouraged to fulfill their legal obligations and correct their dishonest conduct if they wish to be removed from the list of enterprises that have committed serious illegal and dishonest acts.

All consular services can now be processed online based on information sharing between different platforms, regions and levels. In addition to upgraded online payment services, people no longer have to provide paper for ID information and enterprise qualification, which can be verified on the government information resource sharing platform. Necessary information can be scanned and uploaded for online examination and filing. The processing results will be delivered by mail.

In terms of wildlife import and export, delegated powers to lower level government departments, exemption of licenses or certificates under the Convention on International Trade in Endangered Species of Wild Fauna and Flora and reductions of examination time, which has been cut from 25 to 12 working days, are deemed worth being replicated and promoted elsewhere.
