NPC deputy from Hainan focuses on rural revitalization

Since becoming an NPC deputy in 2018, Yang Ying has been striving to develop the rose industry and drive rural revitalization, while actively performing the duties of an NPC deputy.

In the past year, I participated in 22 study and inspection activities organized by the Standing Committee of the National People's Congress (NPC). Every visit, I paid special attention to the local poverty alleviation work and the implementation of the rural revitalization strategy, said Yang, who is also chairman of the board of Yalong Bay International Rose Valley. 

Over the years, Bohou village in Sanya, where the rose valley is located, has undergone great changes in the village landscape and many local farmers have also become workers at enterprises, lifting themselves out of poverty, she said. Rose sales have also driven the development of the local logistics, express delivery, and retail industries, indirectly helping thousands of people increase their income. 

As an NPC deputy from Hainan for the province's agricultural industry, Yang said that she personally felt the importance of developing the agricultural industry to promote rural revitalization. In the past few years, she submitted proposals at the two sessions that are mostly related to the development of the agricultural industry and rural revitalization.  

At last year's two sessions, Yang put forward suggestions on accelerating agricultural science and technology reform and innovation, as well as on increasing the introduction and cultivation of technical talents in the field of agriculture. The motion quickly received replies from relevant national ministries and commissions, as well as received policy support from relevant departments.

At the 2020 two sessions, Yang will submit proposals revolving around the creation of beautiful villages and village revitalization.

During the 22 study surveys she conducted in 2019, Yang carefully wrote survey reports of her visits across the country and paid attention to the problems found in these surveys to prepare for the 2020 two sessions.

In her proposal to be submitted this year, Yang urged that governments at all levels and relevant departments should strengthen the planning and design of rural buildings, as well as initiate the construction of a number of "garden towns" and "garden villages" to improve the rural living environment and increase the income of villagers through the development of tourism.

She also suggested that governments at all levels and relevant departments should strengthen the planning and management of urban road construction, increase the proportion of environmental protection considerations in their planning, as well as avoid the occurrence of repeated road expansion.

"The roses are blooming and the farmers are well-off. The importance of industrial development to rural revitalization is obvious," she said.

In 2020, Yang hopes to seize the opportunities brought by the Hainan Pilot Free Trade Port to promote the upgrading of the rose industry, helping more locals increase their incomes and making the countryside more beautiful.
