Hainan free trade port continues with institutional innovation

South China's Hainan province has been committed to promoting institutional innovation, with six batches of 71 innovation cases having been carried out. 

The province has promoted the integration of cities and counties' plans to ensure that a unified plan and blueprint are reached throughout all government planning, as well as to resolve existing self-contained plans, content conflicts, and lack of convergence. It has taken the lead in the country in many areas, such as "reviewing business registration procedures across the province."

Its "Six Trials" aiming to minimize government review procedures was listed by the State Council as a typical local business environment optimization practice. A total of 18 pilot projects, including the Hainan Pilot Free Trade Account System, have been implemented, while 14 applications of the "China International Trade Single Window" standard edition have been carried out in the province.

Business entities can register through Hainan's online registration platform. The province also added 24 new reform items of "separation of permits from business licenses," in addition to completing the implementation of the 106 items announced by the State Council.

The online tax bureau went online in the province, and more than 90 percent of tax-related affairs were processed online. The island province also strived to deepen the reform of "streamline administration, delegate powers, and improve regulation and services," helping the Boao Lecheng International Medical Tourism Pilot Zone become the place for first application of 51 types of licensed medicine in the Chinese mainland.

By seizing the core of institutional innovation, broadening prospects, and intensifying efforts, the tropical island province is making great strides in institutional innovation and speeding up the construction of Hainan Pilot Free Trade Port with high standards and high quality. It will also establish institutional guarantees for the construction of free trade ports in China and create a more "Hainan experience" for the country.
