Hainan overseas talent policies achieve remarkable results

South China island province Hainan is getting great results in hiring overseas talent after it trialed policies to recognize more foreign talent types and ease work permit procedures, according to a press conference held on Dec 10 by the Hainan Provincial Department of Science and Technology. 

To attract more foreign talent, the Hainan department carried out pilot work in four key industrial parks, including the Hainan Resort Software Community. Its moves included allowing the parks to formulate classification standards for foreign talents that meet their needs, as well as delegating the power of pre-examination and approval for foreign work permits in China to the industrial parks themselves.

In addition, Hainan launched a special system to control the "veto power" in government review throughout the stages of work permit consultation, acceptance, and approval.

The expansion of the scale of foreign talent recruitment and the establishment of service windows for processing work permits are aimed at making government services more convenient for foreign talents, according to Zhu Donghai, deputy head of the Hainan Provincial Department of Science and Technology.

The "veto power double-check" system enables the government to enhance internal management and avoid misjudgment for work permit applications, added Zhu.

Hainan has made great progress since it initiated innovative services for foreign work permit management, and about 2,000 talents from abroad have come to Hainan Resort Software Community for development, according to Zhu, who said that the number of foreign talents coming to Hainan will hopefully multiply in the years to come.
