The city of Sanya in Hainan province initiated green and environment-friendly programs in hotels, office buildings, airport, and shopping malls to help the city build itself into a zero-waste city.
Early in January, the State Council, China's Cabinet, issued a work plan for the zero-waste city pilot project, and in May, the Ministry of Ecology and Environment issued a list of 11 cities for zero-waste city construction pilot projects, including the Hainan city of Sanya.
A zero-waste city refers to an advanced urban development and management model that aims to promote green lifestyles, minimize the amount of waste produced, strengthen recycling programs, as well as ensure that waste released into the environment is harmless.

The first group of zero-waste projects in Sanya mainly focuses on the tourism industry. Two to three enterprises and institutions will be selected as pilot models for research on solid waste production and flow. These pilot models will aid the establishment of implementation rules and help promote zero-waste city construction across Sanya.
For example, Sanya Phoenix International Airport will focus on the classification of solid waste and recycling flow.
Paperless boarding service will be promoted and the use of environmentally-friendly recycled paper, green packaging, as well as a reduction in plastic products like as disposable tableware and cups will also be implemented at the airport.
