National high-tech zone embraces high-end development

Haikou National Hi-Tech Industrial Development Zone was set up in 1991. It was run by a company until 2000, when the government took charge. Since then, a growing number of enterprises have chosen to settle in the zone due to its efficient management system.

In 2015, the Hainan government began to implement policies to offer the "simplest examination and approval" procedures. "We used to have to communicate between numerous relevant departments. Now, however, it is those departments that get in touch with us and provide services," Gong said, who praised the new policies, adding that "examination and approval procedures are now 80 percent faster. It saved us nearly 2 million yuan ($280,000) in costs."

Located in Haikou, the capital city of Hainan province, the Meian Ecological Science and Technology New Town is 17 km and 30 km away from the city's downtown area and Haikou Meilan International Airport respectively. Featuring efficient services and excellent supporting facilities, it keeps drawing high-tech firms to settle in it and epitomizes the transformation and upgrading of management, policy, and industry since the establishment of Haikou National Hi-Tech Industrial Development Zone 28 years ago.

Upon first visit, Meian Ecological Science and Technology New Town may be mistaken as a tourist attraction due to its creeks and bushes. However, the town is an attraction not for tourists, but for ambitious entrepreneurs.

"This place was a wilderness in the past, with no water or electricity. Now it is a brand-new industrial park. The government provides us with all-round assistance and services, improving the environment for our enterprises to grow," said Gong Qicai, director of a health service platform in Hainan.

As the hi-tech zone's advantages begin to stand out and its infrastructure has largely improved, Haikou National Hi-Tech Industrial Development Zone has cast its focus on attracting new enterprises involved in the medical health, artificial intelligence, low-carbon manufacturing, marine, information technology, as well as new materials and new equipment industries. The hi-tech zone is on the road to high-end and international development.

Now, Haikou National Hi-Tech Industrial Development Zone is home to 78 high-tech enterprises, accounting for about one fifth of the total number in Hainan province.
