Hainan benefits big from institutional innovation

Hainan has been benefiting from its institutional innovation one year after the central government's announcement supporting Hainan's efforts to develop the whole island into a pilot free trade zone, made on April 13 last year.

Recently in the city of Haikou, Liu Jian, a legal representative of a Hainan company finished the business registration process within half an hour. Previously, he could only go through the procedures in Dongfang, but now commercial registration enables it to be done anywhere within Hainan province or online. "It's so convenient and efficient," he said.

Hainan province serves as a "test field" in deepening reform and opening up in an all-round way. "Hainan Pilot Free Trade Zone (Port) has a good start with steady and fast growth," commented Liu Cigui, secretary of the CPC Hainan Provincial Committee.

On April 11, Hainan released the latest five institutional innovation achievements, involving talent introduction, its administrative system and mechanism, medical services, as well as other aspects.

The "Migrant Bird" Talents' Station launched in Hainan was one of the highlights for the province's institutional innovation. The "Migrant Bird" talents refer to those who spend their holiday regularly in Hainan, which numbers more than one million every year, and over 40 talent workstations has been built in Hainan for them. More than 170 academicians have since contributed to the construction of the Hainan Free Trade Zone by way of sci-tech consultation, project cooperation, cultural promotion in the countryside, and talent cultivation.
