Haikou settles 26,600 introduced talents since 2018 recruitment action plan

Haikou in Hainan province has settled about 26,600 introduced talents and provided residence permits for 4,078 foreigners from May 13, 2018 to the same date this year.

Hainan announced a recruitment action plan on May 13 last year with the goal of inviting a million top-tier talented individuals from home and abroad to help the island develop into a pilot international free trade zone.

According to the first meeting of the CPC Haikou municipal committee talent working committee held on May 22, Haikou has been continuously making innovations in its talent introduction mechanism, improving the talent training system, creating platforms for talent innovation and entrepreneurship, as well as enhancing the level of talent services since 2018.

In order to enhance talent attraction and competitiveness, Haikou has comprehensively sorted out, revised, and made innovations to its original talent policy. A series of talent incentive systems have been released and the policy documents encouraging scientific and technological innovation have been revised, which provided institutional guarantees for promoting the talent-oriented city development strategy.

Haikou adheres to talent cultivation and introduction. It has carried out a professional quality improvement program among Party and government talents. It has also established a database for local enterprise management talents to advance talent introduction. To strengthen services and optimize the talent development environment, the city has also established a one-stop platform to provide convenient and efficient services for all levels of talents.

The construction of talent housing is proceeding smoothly, and a reward policy for professional and technical personnel has been implemented. Since 2018, a total of 992 professional and technical talents have been subsidized with a gross amount of 1.73 million yuan ($250,200) and 155 corporate executives have been rewarded with 36.66 million yuan.

The Haikou delegation went to Beijing to participate in a recruitment fair for Hainan province in November 2018 to select and recruit high-level professional and technical management talents from the whole country.
