Sanya, in Hainan province, held a press conference on May 14 to release a business environment assessment report given by Deloitte China.

It showed that Sanya gained a score of 73.43, which ranked 49th in the global comprehensive simulation ranking.

The report compiling started last December. It was based on a globally widely recognized scoring system covering the World Bank's standardized case scenarios and a comprehensive understanding of the business environment construction in Sanya. Ten factors were taken into consideration such as starting a business, conducting construction permits, obtaining electricity, registration of property, obtaining credit, rate paying, cross-border trade, and executing contracts.

In recent years, Sanya has been striving to reform and innovate in major fields such as tax, finance, customs, and administrative approval, which enhanced the number of enterprise registrations and increased efficiency in project examination and approval.

Data showed that from January to April this year, 3,678 new enterprises were established, a year-on-year increase of 54.86 percent. Ten headquarters were set up in Sanya and the city's gross foreign trade value grew by 50.2 percent compared with the same period last year.

A related official from Sanya's municipal government revealed that the city will vigorously innovate on its systems, optimize the functions of administrative examination and approval authorities, and improve its online government affairs services to create a free, open, inclusive, convenient, legalized, internationalized, and harmonious business environment.
