According to the Department of Industry and Information Technology of Hainan Province, 11 billion yuan ($1.62 billion) will be used this year to promote the full coverage of optical fiber networks and high-speed mobile telecommunication services in rural and urban areas throughout Hainan.

To accelerate the growth of telecommunications in villages, four billion yuan will be used to provide farm households access to faster optical fiber broadband connections and 4G services by the end of this year, with a desired coverage rate of over 99 percent. Public resources offered by administrative institutions and enterprises will help improve optical network connections.

Another seven billion yuan is planned to help speed up the construction and maintenance of Hainan's power grid infrastructure in 2019. Further efforts will be made to consolidate grid structures in villages and cities and increase the cable coverage rate in towns. The security of power supply facilities and a steady power supply throughout all communities should be strengthened. Infrastructure in residential districts will be highly resistant to natural disasters like windstorms and floods.

The local telecom department has been working to fix blind zones with poor signals to ensure network connections in places like schools and hospitals and at transportation junctions. 5G pilot sites are currently being constructed, including the "internet of vehicle" demonstration project that makes use of 5G technology. Network links throughout Hainan province and access to international telecommunications will be enhanced.

In addition, smart grid comprehensive demonstration projects in Boao Lecheng, Jiangdong New District and Sanya Central Business District are due to be launched, further improving automation.

Cross-sea cable projects will be carried out in Hainan, as will gas and electricity projects in cities like Wenchang and Wanning.
