At a press conference in Haikou on Dec 4, the department detailed its support measures. It will promote the construction of the National Nanfan Scientific Research Breeding (Hainan) Base, the National Tropical Agriculture Scientific Center, and the National Modern Tropical Agriculture Base.

It will also facilitate the building of the South China Sea fishery resources exploitation and protection leading area, an agricultural exports production base and advantage area, as well as a Qionghai agricultural cooperative pilot area, to accelerate Hainan's agricultural opening-up.

The department also emphasized the importance of implementing the green agricultural development pilot area and the global flora and fauna genetic resources introduction transit base as part of the 14 specific measures.
