Hainan plans to invest over 12 billion yuan ($1.76 billion) within three years to build a 5G telecommunication network marked by high speed, full coverage, intelligence, security and connectivity. The province expects to lead the nation in telecommunication infrastructure by 2020.

It's ramping up improvements to that infrastructure and has risen 19 places from second-to- last in early 2015 to 11th at the end of 2017.

To consolidate previous achievements and further improve telecommunication infrastructure, the Hainan provincial government decided to carry out an action plan for supporting, driving and promoting the development of industries with a 5G network.

It specifies 39 main goals in 10 aspects, which would place Hainan among the first provinces to have full coverage of fiber optics and a fast speed mobile network. Those developments are expected to lead to greater synergy between poverty-alleviation and rural construction.

According to Wang Jing, director of the Hainan Department of Industry and Information Technology, implementation of the plan should meet construction standards of the Hainan Pilot Free Trade Zone and a free trade port with Chinese characteristics.  Hainan is striving to elevate the standards of internet surfing and improve the network coverage in urban areas, and will accelerate its deployment of 5G networks.
