Sanya, a well-known tropical resort city at the southern tip of Hainan Island, recently announced a plan to give a certain amount of subsidies to its poor residents who work away from home as a measure to support poverty-stricken families.
The allowance covers areas such as traffic, training and starting a business. The plan also encourages local poverty-stricken residents to work outside. For instance, a local laborer of Sanya working outside for six months will get a monthly reward of 300 yuan ($45).
Those who work outside of Hainan Island will get 800 yuan as annual traffic subsidies, while those work outside of the city will each receive 200 yuan.
Local human resources departments will provide free skill training to those needy groups, and people who attend the training courses will each get an allowance of 50 yuan for the day. Each needy individual is allowed to participate in one training course and enjoy the allowance once a year.
The Sanya city government will award 150,000 yuan to 30 people who successfully start a business of their own every year. They will also enjoy a maximum loan of 100,000 yuan, interest-free for three consecutive years.
China has set 2020 as the deadline to complete its building of a moderately prosperous society, which means the nationwide eradication of poverty. Governments at all levels around the country are working hard to meet the poverty alleviation targets set by the central government.
