Hainan resolves to lead in clean energy vehicle promotion

Hainan plans to take the lead in introducing clean energy vehicles all over the province, according to a special session of the provincial government held on May 22.

The central government's No 12 Document clearly offered support for building Hainan into a national ecological civilization pilot zone and urged promotion of new energy vehicles and energy-saving and environmentally-friendly automobiles. 

As a response, the Hainan provincial government drafted a discussion paper on Hainan's development planning for clean energy vehicles. The paper analyzed the necessity, feasibility and constraints of the measure, defined the concept of clean energy vehicles, put forward development goals in different phases, and identified major tasks in infrastructure, service environment, traffic management and industrial development.

The special session reported the planning background, progress and main contents of promoting clean energy vehicles. Attendees reached consensus on reaching the targets and discussed issues of gas-fueled vehicle application range, stock disposal, control of fueled vehicles in and out of the island, and energy filling facility construction and operation.

Governor Shen Xiaoming emphasized the importance of having a broad perspective, advanced thinking and wholehearted enthusiasm in analyzing, studying and solving major problems. He required official business vehicles to lead for the demonstration effect and lay a foundation for comprehensive promotion. Market application should mobilize innovation agglomeration and industrial development to build an automobile industry chain centering on R&D, production, testing, exhibitions, culture, competition and new product releases. Famous automobile enterprise representatives, auto industry and environmental experts will be invited to provide advice. Moreover, issues will be carefully studied including legislation, supporting policy making, national support, energy refuel station transformation, unmanned smart car promotion and clean energy logistics transport vehicle generalization.

Vice Governor Peng Jinhui, Hainan Provincial Committee of the Chinese People's Political Consultative Conference Vice Chairman Shi Yiyun, and Hainan Provincial People's Government Secretary General Ni Qiang also participated in the session.
