Hainan NPC deputies submit 266 motions in five years

Data from the Standing Committee of Hainan Provincial People's Congress show that a total of 266 motions were submitted to the 12th NPC Standing Committee delegation over the past five years. 

Hainan NPC deputy Gao Zhiguo, introduced more than five suggestions annually that were related to marine environmental protection, industrial development and rights protection.

Deputies Hao Ruyu and Lv Wei suggested reforms in the tax and fiscal systems. 

The anti-domestic violence law, criminal law and securities law were passed or amended following suggestions raised by Hainan delegations. 

The delegations also raised suggestions to address problems in areas such as economic development and reform and opening up for the whole nation as well as more specific items for the people living in Hainan.

The suggestions on improving information infrastructural construction in rural areas and supporting the poor areas in Hainan have been listed as key matters for the central government.

Every October, the Standing Committee of Hainan Provincial People's Congress calls the leaders from Hainan provincial government departments, the court and the procuratorate to a working conference to prepare the proposals and motions to the NPC for the next year, according to Hainan Daily.

After the conference, the office collects suggestions and drafts from various departments at both provincial and county levels. It also selects appropriate suggestions and drafts for revision with collected opinions, and forms a report that records the process and program. 

During the two sessions, the Hainan delegation will spend half a day discussing the suggestions that are ready to be raised at the NPC. Revisions are made in accordance with the opinions given by the Hainan NPC deputies before final submission.
