Lawmakers and political advisors in Hainan province are arriving in Haikou for the annual provincial "two sessions", at which they will debate laws and government policies and raise their concerns about social and economic development in Hainan.

The first session of the 7th Hainan Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) is scheduled from January 25 to 29. The 6th Hainan Provincial People's Congress will have its first plenary meeting from Jan 26 to 31.

By 5 pm on Jan 23, the 7th Hainan Provincial Committee of the CPPCC had received a total of 225 proposals from its members, covering a wide range of topics in ecological and environmental protection, education, poverty alleviation and economic development.

It's the first time for Lu Shoulun, a deputy to the Hainan Provincial People's Congress from Haikou, to attend the two sessions. An employee of an environmental service company, he made several suggestions on city environmental protection such as control of nighttime transport of sand and soil, and garbage sorting and disposal in outskirt areas.

Zhao Zhizhong, a member of the provincial committee of the CPPCC, proposed that a special institution should be set up for introduction and management of high-level talents.

"Driven by high-level talents, the province can build an excellent team for scientific research, which will help to improve the scientific and technological strength of Hainan as a whole," Zhao said.
